The governance structures of state public health systems vary as much as the states themselves, including the existence and role of state boards of health. Understanding these differences is essential to a complete understanding of the governmental public health enterprise. State boards of health are obvious vehicles for public health policy development in some states, where they work closely with or oversee state health agencies. In other states they do not exist or serve only in a non-binding advisory capacity.In this (...) article, we distinguish and identify state boards of health and state public health advisory boards, examine state boards of health in practice, and discuss their role in advocacy and policy development in the context of state politics. We used a set of mixed qualitative methods, including a literature review, online research of state statutes establishing state board of health authorities, and key informant interviews. Informants were five current and former state board of health members, four current and former state health officers, and nine state health agency senior policy staff, spanning 13 states. (shrink)

In this paper we critically evaluate an argument put forward by William Lane Craig for the existence of God based on the assumption that if there were no God, there could be no objective morality. Contrary to Craig, we show that there are some necessary moral truths and objective moral reasoning that holds up whether there is a God or not. We go on to argue that religious faith, when taken alone and without reason or evidence, actually risks (...) undermining morality and is an unreliable source of moral truths. We recommend a viewpoint on morality that is based on reason and public consensus, that is compatible with science, and that cuts across the range of religious and non-religious positions. (shrink)

Pragmatic Genealogy involves constructing fictional, quasi-historical models in order to discover what might explain and justify our concepts, ideas or practices. It arguably originated with Hume, but its most prominent practitioners are Edward Craig, Bernard Williams and Mathieu Queloz. Its defenders allege that the method allows us to understand “what the concept does for us, what its role in our life might be” (Craig, 1990), and that this in turn can ground practical reasons to preserve or further a (...) conceptual practice. In this paper, I argue that none of this is true, and that only a turn to the actual recent history of such practices can reveal those sorts of practical reasons. (shrink)

SummaryTwo paintings by Charles Piazzi Smyth have recently been given by the family to the National Maritime Museum, London. They are of the Great Comet 1843 I, and provide superb examples of the artistic skill of astronomers of that time and of one of the methods used to record astronomical subjects before the days of photography.

Recent empirical work calls into question the so-called Simple View that an agent who A’s intentionally intends to A. In experimental studies, ordinary speakers frequently assent to claims that, in certain cases, agents who knowingly behave wrongly intentionally bring about the harm they do; yet the speakers tend to deny that it was the intention of those agents to cause the harm. This paper reports two additional studies that at first appear to support the original ones, but argues that in (...) fact, the evidence of all the studies considered is best understood in terms of the Simple View. _Brute Science_ investigates whether biomedical research using animals is, in fact, scientifically justified. Hugh LaFollette and Niall Shanks examine the issues in scientific terms using the models that scientists themselves use. They argue that we need to reassess our use of animals and, indeed, rethink the standard positions in the debate.

I consider the questions, central to recent disagreements between Longino and Kitcher: Is it constitutive of making judgments of the cognitive acceptability of theories that they be made under certain social relations (that embody specific social values) that have been cultivated among investigators (Longino)? Or is making them (sound ones) just a consequence of social interactions that occur under these relations (Kitcher)? While generally endorsing the latter view, I make a distinction, not made by Longino, between sound acceptance and endorsement (...) of a theory, and argue that her view applies to endorsement. This book teaches students about argument in ethics by involving them in an ethical argument about relativism. The book argues against relativism and encourages students to question assumptions and present counter-arguments. The book also stresses basic ethical principles and includes a chapter with numerous cases for discussion. An excellent teaching tool!

Many of us assume we must either oppose or support gun control. Not so. We have a range of alternatives. Even this way of speaking oversimplifies our choices since there are two distinct scales on which to place alternatives. One scale concerns the degree (if at all) to which guns should be abolished. This scale moves from those who want no abolition (NA) of any guns, through those who want moderate abolition (MA) - to forbid access to some subclasses of (...) guns - to those who want absolute abolition (AA). The second scale concerns the restrictions (if any) on those guns that are available to private citizens. This scale moves from those who want absolute restrictions (AR) through those who want moderate restrictions (MR) to those who want no restrictions (NR) at all. Restrictions vary not only in strength but also in content. We could restrict who owns guns, how they obtain them, where and how they store them, and where and how they can carry them. (shrink)

This paper describes the UK Research Ethics Committee’s (REC) preparations and review of the global first SARS-CoV-2 human infection challenge studies. To frame our review, we used the WHO guidance and our UK Health Research Authority ethical review framework. The WHO criteria covered most issues we were concerned about, but we would recommend one further criterion directing RECs to consider alternative research designs. Could research questions be equally well answered by less intrusive studies? The committee met virtually, ensuring broad representation (...) across the UK nations and also ensuring applicants could attend easily. We worked in collaboration with the applicants but while we recognise that such proximity might raise the accusation of ‘collusion’, we made every effort to maintain ‘moral distance’ and all decisions were made by the committee alone. Prior existing processes and policy facilitated training and review but even with this preparation, review took time and this could have hindered a rapid response to the emergency. Review for the various follow-on studies will now be speedier and once the pandemic has subsided, our group could be reconvened in future emergencies. In conclusion, we have tried to make decisions in good faith. We know there is controversy and disagreement and reasonable people may feel we have made the wrong decision. In a recent article, Shaw contrasts his own supposed good behaviour, as that of a self-proclaimed “social distance warrior” with the alleged rude behaviour of one of his relatives, Jack, at social events in the former’s house in Scotland in the early stages of the COVID-19 pandemic. He does so to illustrate and support his claims that it was wrong and rude to fail to comply with the governmental advice regarding social distancing because we had a responsibility “to minimize risk” (...) and not wrong nor rude to challenge and cajole those people who failed to do so. This article shows that his claims are contestable. It suggests that his own behaviour was no better than Jack’s. (shrink)

Biomedical experimentation on animals is justified, researchers say, because of its enormous benefits to human being. Sure an imals die a nd suffer , but that is m orally insignificant since the benefits of research incalculably outweigh the evils. Although this utilitarian claim appears straightforward and uncontroversial, it is neither straightforw ard n ot uncontroversial. This defense of animal experimentation is like ly to succeed only by rejecting three widely held moral presumptions. W e identify those presumptions and explain their (...) relevance to the justification of animal experimentation. We argue that even if non-human animals have con side rable less moral worth than humans, experimentation is justified only if its benefits are overwhelming. By building on arguments offered in earlier papers, we show that research ers c ann ot substantiate their claims of behalf of animal research. We conclude that there is currently no acceptable utilitarian defense of animal experimentation. Moreover, it is unlikely that they could be one. Since most apologists of animal experimentation rely on utilitarian justifications of their practice, it appears that biomedical experimentation on animals is not morally justified. (shrink)
